Why has there never been a methodology to clean escalator steps?

Escalator steps sit outside the cleaning contract because an escalator is equipment, and outside the elevator and escalator maintenance contract because cleaning steps is considered cosmetic. It is one of the busiest surfaces in your building, it spends half its life inside the machine, and it is the only floor with no method, no interval and no record.
